Error: connect ECONNREFUSED 188.114.99.171:443

When I enable rcp over tcp config:set enableRpcTcp true, all commands are failing to run with error like No route found account/getDefaultAccount in namespace account for method getDefaultAccount
And it's not possible to disable enableRpcTcp with error No route found config/setConfig in namespace config for method setConfig
Had to manually set value in ./config.json
