How can I activate my pack, is it enough to put it in the packs folder?

Yes. You have to put resource pack to packs/. If your pack is zip, change its file extension to mcpack.

What do you mean by active? How is pack file created?
Files inside zipped mcpack file should not be in folder.

When we say that the file type mcpack pack is not active, none of what we do is reflected in the game, we use the latest version waterdog
