Removing method `observer`, only use `layout`

Remove setting of loading GTM using observer so that only the XML layout is used

Observer method is causing issues on a few of our shops as well, I'd be in favor of removing the option.

Actually, with 2.1.0, the entire observer method is indeed removed - it was no longer needed and was overcomplicating things anyway https://github.com/yireo/Yireo_GoogleTagManager2/blob/master/CHANGELOG.md#removed
