CSV Custom Auth doesn't correctly edit membership lists in Virtual Y

Currently, the CSV sync tool does not revoke Virtual Y access for users who appeared on the CSV report in the past, but are no longer listed as members. It also does not edit information for existing users, whose email or other access credentials may have changed.
Desired experience: only members listed on the most recent CSV report, with their most recent data, should have Virtual Y access
