Is your feature request related to a problem? Please describe.
There is no Japanese Translation for README.md.
Having a Japanese translation of the README.md file will make it easier for Japanese developers to contribute to the project.

Describe the solution you'd like
Creating a new file named README_ja.md, which will contain the Japanese translation of the existing README.md.
If you don't mind, I would like to do it.
