Description:

Show the tooltip when the user moves the mouse over the slider marker.
Tooltips are helpful to show additional information like actor, message, and time.

Why:

The users can get information about histories when they move the mouse pointer over the slider.

Is it right that this issue is no longer valid?
I could find Slider UI on DocumentDetail.tsx at #36
But I think there is no viewing history feature after #88

We have the API to implement revision or history feature, but we hid it on the dashboard when we applied the new design. It seems like we need to change this issue to re-add the revision feature to the dashboard.
