Installation of Conf-Libconfig fails on Msys2 / Windows 10 system due to libconfig.h not found

I'm trying to install Conf-Libconfig on Msys2 / Windows 10 system, as per the subject. I opened an issue with that tool just now:
cnangel/Conf-Libconfig#6

FYI, I cannot install conf2struct due to the missing dependency, so I'm hoping someone has ideas or suggestions.

As another mention, my original goal was to install https://github.com/yrutschle/sslh, and that took me down this path.

Thanks for tolerating this, but I'm closing this as the dependency has been resolved. There remains another issue with a segfault, but that's not this, I will open a new issue if I can isolate the root cause back to conf2struct, though that is doubtful.
