/cmds list goes to other user in private chat

When in a private chat with someone and you type the message /cmds
Expected Behavior:
It sends the commands list to the user who sent the /cmds message
Actual Behavior:
It sends the commands list to the other user in the private chat

It actually happens with any / command that should only be seen by the user who sent the command... (/cmds, /clear)
