Cheaper oracles

We should censor any bets which would leave the oracle in a state where there is less than 1 veo of volume of bets sitting in the order book.

The advantage is that we can set the initial liquidity to zero, and it is cheaper to make new markets.
The disadvantage is that it costs a little more to close the market.

Overall, it seems like more benefit than cost.

Now that we have the ability to bet on oracles that do not yet exist, it probably isn't worth it to add this feature.
