partially matching channel offers

For example, if I want to sell 100 veo of stablecoins.
It would be nice if I could make a single channel offer, and the people who bet on the other side of this contract would not be required to buy a full 100 veo of stablecoins.
Maybe the first person to bet with me only wants to buy 3 veo of stablecoins. In that case, the channel offer should still be valid, with 97 veo worth of stablecoins available to be purchased.

Inside of a sortition chain, the cost of making a new channel will be practically zero.
Only the cost of storing the channel state.
If many channels are nearly identical, we can compress the repeated information, so the only real cost is storing the signatures.

So it seems like this upgrade would be worthless once sortition chains are ready.
It isn't good to waste time developing tools that will become obsolete so quickly.
Instead we should just focus on getting sortition chains operational.
