I-435: city-encircling highway

Large cities generally have an encircling highway allowing driving around the city rather than going into it. Do this explicitly. This highway will be outside city limits proper: no subways, non-normal sewers (not worth modeling initially). The buildings here will have been on CHAR broadcast power

This highway supports non-electric vehicles: both diesel and gasoline should be available at convenience stores here -- if some way of pumping from the underground storage tanks can be enabled.
