Can load Redux with doctype SVG, but not DevTools.

Herewith the example test served:

Cannot attach as github has some issue with .svg being attached to an issue.
The Tools extension window.REDUX_DEVTOOLS_EXTENSION_COMPOSE seems not to be loading with such a page.
I'm no xpert on extensions. (On the 2do list.)
Could this be mitigated by having a dummy element?
Is this the region of this issue?
