[Host.MsDependencyInjection][Host.Hybrid] Make the config modularization compatible with hybrid bus

The DI plugins support the Configuration Modularization which currently does not work with Hybrid bus. Registering any IMessageBusConfigurator in the DI has no effect on busses that compose the hybrid bus.
