Add new page 'Build'

Proposal to add a new page called Build and move technical/developer-related links from explore into it. There are many technical links in the explore section and it may be better suited to split them up and keep the explore section for more user friendly/newbie links.
Another option is adding them to the learn page and/or changing that one to Build with all the build/learn links added there.

keeping under learn for now, just going to add more articles there to help builders learn more
