Full XML files `fi_de.xml` and `fi_fr.xml` are not created anymore

  1. The full XML files fi_de.xml and fi_fr.xml are not created anymore.
  2. The following files should be created
  3. fi_de.xml
  4. fi_fr.xml
  5. These two files are currently empty but they should contain all the Fachinfos in one file.
