How to use - practical example?

Hi - I think I've found the solution I've been hunting for, thank you!
Not an issue, more of a request for layman instructions. Where do I add these files exactly?

e.g. if my bulma package.json files are in css/bulma/ and have subfolders /css/bulma/sass and /css/bulma/css/ where do I put this repo files?

Forgive me, I'm a relative npm noob, but I'm sure someone else would have this issue.
