Add ability to configure DNS settings for 'zerotier_network'

Doesn't look like this exists yet in the API either, so I guess we'll have to wait until you can configure DNS settings through the API but it would be nice to have the ability to do this with the provider as well.

Hello!

We're currently waiting on a fix to the Registry so we can push updates.
As soon we're able to publish artifacts we'll push a fix.

Hi Josh,

I'm working with the central team to get this added to the public API. We're really close to that. Once that's done, it'll trickle through https;//github.com/zerotier/go-ztcentral and then into this provider. I suspect 1-2 weeks? Let me know if that works for you.
