generalize semantic label

Currently definition of semantic items (SYMBOL/STRUCTURE/PROCESS...) all include a LABEL. This needs be generalized to LABELS, of different semantic types, ie. languages, conversion for mime type etc.
The driving force for this is at this time is for transcoding to strings.
At the same time we should add a few symbols for languages.
