Publish the next rev tactical roadmap

Notes:
We are waiting on confirmation from the squads that the roadmap items are accurate considering the v3 postponement
We determined a new focus on automating the roadmap generation makes sense (what can Github provide?)

Considerations:
Existing, posted roadmap had < 6 views in the prior 30 days (as of 3/8/2024)
The format is manually intensive

Translation: Not necessarily an urgent deliverable AND the focus on changing the format may be more prudent.

Will present this as a topic at TSC and once we gain agreement we will transition over to the Github format
At the same time, we will revamp zowe.org to direct visitors to the appropriate Github Board

@RASakach to work with @balhar-jakub to produce an example of a github roadmap and encourage the other squads to deliver ASAP (via TSC meeting)

@balhar-jakub , @1000TurquoisePogs or @DivergentEuropeans , @MarkAckert @adam-wolfe @KUGDev We urgently need to prepare an interim roadmap for upcoming customer presentations. Could each of you please ensure your 24PI2 objectives entry contains any updated roadmap information at the bottom of your objectives (as we've been doing previously) by Thu 5/9? We are looking for "big rocks" / deliverables planned over the next 12 months and do not need to articulate every item.

Onboarding is anticipating the new Github roadmaps will be available for posting after the upcoming planning session scheduled for 7/23.

Onboarding will confirm publishing plans on 7//12.
