Vehicle suspicion level needs to be handled as a whole

Truck full of armed dudes is seen as fine if the driver is alright.
Perhaps spawn loop on vehicle, on entry to vehicle (finishes once there are no units nearby). If any units are suspicious / weird, make them all suspicious.
New suspicious / weird vehicle variable could handle this too. Dynamically add weirdness to vehicle rather than unit when in vehicle. Overall suspicion level is applied on all units in the vehicle.
