Add arm32 emulated Docker documentation

It could do with some info from @gdams on the arm32 emulated stuff since that appears to be a significant unknown (and has caused the delay of the arm32 JDK16 to go out). I'd ideally want to switch away from that as soon as we can, or at least have an easy way to disable it.

Due to lack of documentation we have removed the use of buildx which is what was using sudo so this is no longer a problem
