python3 refers to Python 3.6, this can be only python on your system.
Install and update pip for Python3.
In the project directory run:
python3 -m pip install -r req.txt
In order to run the program you must specify a landmarks file, run the program with:
python3 facial_landmarks -p landmarks.dat
