Use Caps Lock + hjkl everywhere on Linux and Windows

Remap Caps Lock + hjkl (or uhjk, could be more convenient if you are not a vim user) to arrow keys, and Caps Lock + uiop (or iopl) to Home, End, Page Up, Page Down.
