change line:
ExecStart=/usr/lib/bluetooth/bluetoothd
to
ExecStart=/usr/lib/bluetooth/bluetoothd -C
(simply adding the -C option)
for ubuntu version
sudo apt-get install libbluetooth-dev
for fedora version
sudo dnf install bluez-libs-devel
should do the trick
