CI ipt format job requires also procedure files in submodules to be formatted

Current case: #2079
IPNWB was updated in this PR where files in IPNWB submodule changed.

The way to reproduce is:

  • Make a new branch in the IPNWB project with changed files committed and pushed.
  • Make a new branch in MIES where the IPNWB submodule is updated
    -> CI fails in ipt format job because it detects that some IPNWB files are not properly formatted
