Dev-QC: excessive motion frames does not trigger flag

When a high amount to excessive motion frames are detected, a flag does not automatically trigger and it needs to.

According to the database entry for this a flag should be occurring when there are more than 10 excessive motion frames. I'm not sure why this isn't flagging in the report
