Update ipfx pynwb requirement and remove hdmf requirement

Update ipfx to use pynwb >1.3.2,<2.0.0
Remove hdmf requirement
Test, make sure nothing broken
Since ipfx has a dependency on allensdk, the 'hdmf' requirement should be removed from that repo, before starting on this issue.
That is tracked in issue ....
