"make setup-dev" make error the first time

commands to reproduce issue:

1. mkdir anyblok-cookiecutter
2. cd anyblok-cookiecutter/
3. virtualenv -p python3.5 venv
4. source venv/bin/activate
5. pip install cookiecutter
6. cookiecutter gh:AnyBlok/cookiecutter-anyblok-project
7. ...create project "cookie_one"
8. cd cookie_one
9. make setup-dev
   i have an error "no sqlalchemy"...i don't remember the exact sentence
10. make setup-dev (the second , that fine...)
