check_call failing to return from running BEAST jar

This causes the anchre process to hang.

This turned out to be a known bug in BEAST version 1.8.1 (Issue 754: BEAST v1.8.1 is not terminating leaving 'zombie' processes). Using BEAST jar file for version 1.8.2 resolved this issue.
