Distinction between exists-at and occupies-temporal-region is unclear

Barry says the difference is that occupies-temporal-region is maximal extent, where as exists-at doesn't have that property. Needs to get added to documentation.

Agreed. Will check that next version of reference makes this clear, and that the comments make it to the OWL.
