It is still CC-BY 3.0, should it be updated to CC-BY 4.0?

It seems resolved. I can't recall where I saw the CC-BY 3.0 license info.
When I pull the ontology using protege by opening URL directly from http://purl.obolibrary.org/obo/bfo.owl, the license info is CC-BY 4.0.
