Replace vr-python library with vrs-python

The vr-python library is being deprecated (or renamed), and replaced with vrs-python. See the new github repo at https://github.com/ga4gh/vrs-python. To my knowledge, vrs-python supports all the functionality of vr-python, but nothing is ever as simple as it seems...
