M1 implictly assumes networks with > 100 nodes. Thus, resolution is not properly initialized for small networks.

I believe it is solved, but I need somebody else checking it with a small network (e.g., zachary)

I tested by running MONET/test/system_test/zachary_karate_club_test.sh
It works, thank you!
