Updating dependencies

When updating dependencies, you need to regenerate Bazel BUILD files to match updated Cargo.toml:

cargo generate-lockfile
mv Cargo.lock bazel/cargo/Cargo.Bazel.lock
bazel run //bazel/cargo:crates_vendor
