If you don't have Personal Assistant (or any of the required services assigned) -- Phone for Chrome wont' login

If you don't have some of the "Configurable Services" assigned to the user -- Phone for Chrome seems to give up and stop logging into. It should be graceful -- and show an error, but continue to login to the system.
