switch to local version of favicon

I put the "O" favicon in our repository, but I'm not sure how (or if) locations in the repository correspond to publicly available URLs. For now I've edited the base.html template to serve the favicon from my webserver. Could someone with appropriate privileges put the favicon file somewhere accessible, or let me know how to do it?

I'll have to do that server-side, I think.

Hey Jeff, were you able to do this?
