CREATE USER chenningcong@localhost IDENTIFIED BY '12345678';
CREATE DATABASE `account` DEFAULT CHARACTER SET utf8mb4;
GRANT ALL PRIVILEGES ON account.* TO chenningcong@localhost;

1.3 A separate dataset account_test is used for testing and needs to be set up with the following command.

CREATE DATABASE `account_test` DEFAULT CHARACTER SET utf8mb4;
GRANT ALL PRIVILEGES ON account_test.* TO chenningcong@localhost;
