Add setup instructions for Leiningen and Light Table on Windows

Do we want to use the Command Prompt in Windows or Powershell? I didn't think about that in the first pass through these.

I know nothing about PowerShell. My guess is that anyone using it knows
enough to handle themselves, though. Is that a correct assumption?

Yes, anyone already using PowerShell will be able to handle themselves. But for people new to the command line, we will be introducing them to one or the other. The command prompt is legacy now; PowerShell is replacing it. So it might make sense to just use Powershell instead of the command prompt. For what we're doing, the commands will be the same, but where they're typing it will be different.

Would be interested to get Sean Corfield's input on this one.

(If we do decide to go PowerShell, I will do the work of updating the instructions)

I still use cmd on Windows 8. I've never had any interest in learning PowerShell - although it's more powerful, most information out on the 'net uses cmd as the example. What about attendees using older versions of Windows without PowerShell? At least cmd is universal.

My 2¢: stick with just cmd.

Then we Stick With Cmd. Older versions of Windows had not even occurred to me.
