lots of wards without info

There seems to be a large number of wards with no information. @adieyal do we know why?
The shape files that were uploaded should be the latest data, and it's quite possible that lots of ward numbers have changed. Maybe we could get better results from one of the historical datasets at http://www.demarcation.org.za/ShapeFiles/Shapefiles.html?
There were no wards in those areas in 2006 which is when those shapefiles
are from. Those missing shapes are from historic DMAs (district management
areas). Voting took place at a district/party level rather than a
ward/councillor level. I'm not sure where IEC keeps that data.
