Tessera transaction managers unhealthy

Hi,

After executing the command "docker-compose up -d", all the nodes and transaction managers are up with Nodes being in healthy status whereas Transaction Managers in Unhealthy status. The logs of the container show that transaction managers are getting connection refused warning.
