Add exclude todo option for course assessment, survey and video.

To reduce the number of lesson plan items (i.e. assessment, survey or video) appearing in the TODO list for students, users would like to have more granular control over which item to mute so as not to flood students with lesson items that are not as urgent/essential (optional items).
