Create a setting SO to customize the dev console

Currently, the dev console only opens using F4 key, and could be opened in runtime build even if its release.

The goal of this issue is to create a SO that could setup some settings for that:

  • the time scale of the opened console
  • the key of the console
  • if the console could opens in release/dev build
  • others?
