A subset of Microsoft's Active Template Library (ATL), ported to work with more toolchains. The "CIL" name stands for "COM Is Love". It is a quote from: George Shepherd and Brad King's 1999 "Inside ATL" book (Chapter 4 -- Getting Started: Implementing a Simple Object, The ATL Object Wizard subchapter).
