We already have:
- Camera pan (x4)
- Camera zoom (x2)
- Select all army
- Select multiple
- Pause
- Toggle fullscreen
- Dump debug output
We should add:
- Set max production
- Set max investment
- Hold on / hold off
- In-game settings/help
