Scroll or paginate reported efforttable

The table of effort reports is causing the page to grow very long when there are lots of reports. This causes a usability issue because the reporting buttons are pushed off the screen and must be scrolled.
The effort table should be scrollable or paginated, with the most recent reports at the top.
