catalog plots need to run without dependencies on Noah cluster

The catalog plots https://github.com/EBISPOT/gwas-utils/tree/master/catalogPlots will all need to run without dependencies on noah i.e. they should be portable for codon or running locally

there are tight dependencies with the curation database. I have provided a python tool that runs the R scripts, otherwise the R scripts themselves would need to be written to the cluster filesystem.
