ISO 15118-2 revisions missing from schema files.

I've been looking at the ISO 15118-2 schema files and I noticed there is only the 2013 revision but the 2014 and 2016 revisions are missing. If nothing else, I recommend moving these existing files into a 2013 subdirectory for clarity. If you added subdirectories for 2014 and 2016, that would be fantastic.

So I found out that the other versions were never fully ratified and eventually got turned into ISO 15118-20.
