Add Transifex support

Do we have an official Transifex account? AFAIR @sembrestels was talking about giving us https://www.transifex.com/projects/p/Elgg/ over. I've noticed there's not pure core translations there. Seems some of the lorea's leaked into it, only a few though.

Pulling in all that existing work would be fantasmic.

Pulling only necessary translations should be easy, Transifex disregards unwanted strings and even accepts php files.

What's up, there is an official Elgg organization on transifex? https://www.transifex.com/organization/elgg shows an 404.
I'am using transifex and translating into Catalan. Should i stop?
It looks like you need to be logged in to see the page. Not sure if it's intended or just Transifex'es caching glitch.

404 for logged out is apparently a feature, see transifex/transifex-old-core#277
Apparently Transifex decided to hide organization from people not being it's members. Send me your Transifex login and I'll add you as translator for Catalan language.
