Add .ini file for some project settings

Should include atleast the following settings:
- PSCAD project name
- PSCAD compiler
- Simulation timestep
- Path to testcase sheet.
- List of paths to add to the python path (since PSCAD embedded drops all paths)

Add list of Energinet supported fortran compilers as a comment in the default config file.
