Making journal articles more FAIR with CiTO nanopublications

This recipe would describe how to use nanopublications to define Citation Typing Ontology intention annotations to citations from from thing-with-a-DOI
to a another-thing-with-a-DOI
, such as journal articles. It would use a new nanopublication template is UX and explain how SPARQL can extract the citation for downstream reuse. cc @tkuhn

I would draft the first version of this recipe.
